Background: 

CELINA played a pivotal role in the Basic Expeditionary Airfield Resources (BEAR) program. Initially subcontracted by ADS, Inc., CELINA secured timely and reliable delivery after the original shelter manufacturer faced challenges meeting those requirements. The mission was to manufacture Type I and Type II BEAR Portable Expeditionary Electric Kitchens (EEK) for the United States Air Force.  

Challenges: 

CELINA entered the project without access to technical drawings or information from the previous manufacturer. Despite this obstacle, CELINA was entrusted to reverse-engineer the shelter design, developing new technical specifications, and sourcing alternative suppliers—all within a tight timeline per government specifications. The project necessitated rigorous compliance with First Article Testing, interoperability demonstrations, and a Product Readiness Review (PRR) to ensure operational readiness. 

Solution and Execution: 

Quickly aligning resources, CELINA collaborated closely with ADS and government stakeholders from Warner Robins AFB, leveraging their manufacturing expertise and ISO certified quality standards throughout the process. CELINA adhered to the stringent military requirements, while utilizing their internal CNC programming and machining specialists to fabricate the custom products.  Successfully coordinated all supply chain components to meet delivery milestones, while maintaining cost efficiency. 

Results: 

  • On-Time Delivery: All Type I and Type II Kitchen Shelters were delivered on schedule, with zero defects. 
  • Cost Efficiency: Production and supply chains optimization ensured no cost increases. 
  • Technical Quality: High technical quality achieved through CNC machining and a standardized supply chain. 

    

Background: 

CELINA was tasked with a critical project under the Basic Expeditionary Airfield Resources (BEAR) program to manufacture Dome Shelters, specifically the 4K and 8K variants. This project, involving multiple delivery orders, required CELINA to step in as the primary subcontractor following the closure of the original US manufacturer.  

Challenges Faced: 

  • Absence of Technical Data: The original manufacturer’s technical documentation was unavailable. 
  • Supply Chain Disruptions: Post-COVID supply chain issues led to delays in aluminum frame production and logistical challenges. 
  • Quality and Compliance: The shelters needed to meet stringent USAF standards for harsh environmental conditions. 

Celina’s Solution: 

  1. Reverse Engineering and Design: CELINA’s team traveled to Tyndall AFB, reverse-engineered the 8K Dome shelter, and recreated all technical drawings, Bill of Materials (BOM), and supply chain specs, enabling production of a 4K and 8K Dome shelter.  This additional shelter option met all requirements while also adding versatility for future applications.

     

  2. Acceptance and Testing: In September 2020, CELINA successfully completed an acceptance verification demonstration with Air Force representatives, crucial for gaining Full Rate Production (FRP) approval.

     

  3. Production and Delivery: CELINA implemented on-site development and vertical integration to control costs and ensure the highest-quality output. The production process included extensive testing and compliance checks, facilitated by CELINA’s ISO certified Quality Management System.

     

  4. Addressing Supply Chain Issues: Despite global disruptions, CELINA mitigated delays and absorbed increased shipping costs through effective supply chain management, ensuring timely deliveries. 

 

Results: 

  • Timely Deliveries: CELINA delivered all 4K Dome Shelters on schedule, starting shipments in May 2021. 
  • High Quality: Each shelter met rigorous USAF standards, enduring 105 MPH winds and 20 PSF snow loads. 
  • Efficient Cost Management: Vertical integration and long-term production management effectively controlled costs despite external supply chain challenges.
